I did have this happen to me a few times. Each time it was when my car was cold and hadn't warmed up yet. I just waited and it switched on it's own. I have not worried about it because I just chalked it up to being cold and I know the tranny on this car is pretty tough.
Stuck in 2nd gear
Has happened twice in last few days. In Drive (D), pull out of parking space and notice that the automatic is not shifting up past 2nd. First time, I flipped from D to M and back and problem was gone. Thought I had just not placed it properly in gear. Same thing today. In D, I was stuck in 2nd all the way up to 4000rpm when I again flipped to M then back to D. Problem gone again. The first time the engine was cold. The second it was warm and in 24 deg F weather. Has anyone else had this issue? Only happens when I start after an hour or so being parked.

Is the car in sport mode when this happens?
i had this happen a couple times. one time i fixed it after i change the shift lever back and forth from D to M and back to D. possibly a wobbly switch between D and M. seems like there may be a bug that lexus did not smooth out completely.
same thnig here I think it's from not leting it warm up it's like it lags in that gear

No, it was not in sport mode. I "think" its good to hear I'm not alone with this issue...

When I get my new car satisfaction survey from Lexus I will report this and refer them to this post where multiple people have had this problem.
I'm pretty sure that it will do this to protect the transmission - it's not a fault. If the transmission fluid isn't warm enough it will change gears as little as possible. Just my experience.
Also, it seems that you need two ticks on the temp gauge before you get the really quick shifts in sport mode as well - also just my experience.

i am no transmission expert, but seems to me that's not a good protective mechanism. first of all, that can be dangerous as the car gets stuck in 1st or 2nd gear. second, allowing the engine to redline while cold is probably not a good idea.

i am in central california, didnt get very cold when it happened to me. definitely, not colder than 50 degrees.
Yes only cold because I brought my IS to NJ from Florida and when I do that's when it happends and by the way my is350 did this to. But most of the time I let my car really warm up u guys should try that. It seems to work
Seems like a fault to me and perhaps correctible by engine software. I will make Lexus aware of it. I suggest each of you with this issue also do so so that it gets in their database.
I don't think it's anything to worry about. The logic of the ECM is to warm the engine up as quick as possible in order to reduce tailpipe emissions. It doesn't cause any possible damage to the trans as line pressure is increased.
just my thought is that 4K is far from redline and if it does shift I would not worry. the only thing I have had happen is a mishift (from me) on paddles and a delayed shift from first to second. When it does it really kicks in hard. So far nothing that has caused me alarm.

Same here,the rpm gets high but if you leave it it will shift it gets as high as 4000 to 4500 rpm but I'm with what FIG says
I've had this happen to me but I was in sport mode and driving it pretty hard. It wouldn't shift gears and I was cruising above 4k RPM's down the freeway for quite a bit of time until it finally shifted up. I didn't think anything of it other then it just wanted to keep me in the right gear so it didn't have to downshift when I pressed on the gas even harder. I agree with Fig in that I don't think it's anything to worry about.

It's only happens in second gear and it does happen when the car is cold OR for me, in sport mode when really getting on it it won't shift out of 2sd, even when warmed up. I can't manually upshift without fully letting off the throttle first. Very frustrating as it does not happen all the time and I can't yet duplicate it at will.......

mine had the problem for the 3rd time today. it has 1004 miles on it. it happened when engine was cold after i had driven for about two blocks. i was in normal mode and outside temperature was 55 degrees.
i am not convinced it is a build in feature of the car. if that's the case, it should happen much more often. i am not suprised your dealer has no clue since they probably sold very few F so far and this problem doesnt seems to be universal. i hope in a few months, Lexus will have better clue as more people complain about it.

I have had the unfortunate pleasure of having to drive the IS-F this winter in the NorthEast because the "beater" car is well, not working (ironic).
Seems to me, the IS-F just hates the cold. In the low teens or single digit temps the engine noticeably studders on start, the shifts are not nearly as fluid, and the in-dash display gets stuck if I try to change to another screen. These problems go away after a minute or two of idle or driving.

mine gets stuck sometimes... but if i just keep pressing the gas, it eventually changes gears...
It's the optional "Skip Shift" 
Just kidding, sorry, haven't driven an F around in the Chicago cold/snow. As mentioned before, I would advise your dealership. Worse case, it let's Lexus know there is an issue, and it's not just with one car, or a certain production date..

I would report yours to the dealership as well. If a bunch of individuals are reporting it, Lexus will look into it and make sure everything is alright with the transmission.
