I have no concrete numbers, but maybe I can help a little.
My educated guess is that 1 to 5% of IS-Fs have the PCS/radar cruise. I would say that you will find that option primarily only on a 2008. My reason for this answer is that most IS-Fs came with a set option package depending on the region they were initially delivered, to my knowledge the PCS/Radar cruise was not part of any of those option packages. Given this, it is likely that nearly every PCS/Radar cruise was a special order car. Also, the PCS/Radar cost almost $3000 as an option on a new IS-F. From the very small number of IS-Fs I've seen with PCS/RC, it really doesn't add much to the resale value(good if you buy it used).
I myself have a Red IS-F with Alpine white leather and PCS/Radar, I have speculated that it is a rare combo, but I have no data to back it up. The radar cruise is a great option if you travel a lot on open highways, if traffic is heavy the system is less usefull.
