It's the soft rubber exhaust hangers that are the culprit. As Fig mentioned above, it's soft to reduce NVH. Unfortunately, with the soft hangers, the exhaust will bounce up and down on uneven pavement. It's most common on the later Lexus models like the Gen2 IS (250/350), Gen 3 GS and etc.
