It is normal. High performance summer tires are just that. The rubber compound in a summer tire is designed to grip better and perform better in warm temperatures. At 34 degrees or any temp around it the rubber is not flexing like it was designed. You ought to be able to carry a slideways drift down a straight road! Be careful. :)
Luckily its summer year round here in Florida :) Does 40 degree weather effect the tires? I would suppose not much if any.
